It looks legit (I always knew what paypal was doing
was completely dishonest, looks like it was also illegal).
If you type in the URL: www.paypal.com/settlement/
You get forwarded to a site about the settlement. So, unless someone high
up in Paypal's programming dept. is behind the scam, it's probably
legitimate. They also don't ask for your password... And, the site
is owned by the law firm who won the case...
So, fill out the form and get $50 for the crap
PayPal put you through in the past...

I received this as well. I forwarded it to the Spoof Paypal
address. They answered me but I didn't get a chance to look before I
came to work.
I will be able to see their answer on the subject when I go home a little
over two hours from now (9:00 PM Central time US). I'll check the answer
from Paypal and report it to the list right away.
