service gets in the way of assigning blame for the
disgraceful way this has been handled by all levels of
our government. Now is exactly the time to look at who
is failing at doing what (while simultaneously being
thankful for having that ability

It's true. I send out a bulk e-mail informational
advert for my work (people actively subscribe to it,
it's not spam) and invariably, people on AOL can't
receive it. Their spam filters are, shall we say,
overzealous.
