I agree- I think that struggling readers in Year 2 often OVER-RELY on the pictures and they must start using visual- or phonics in a balanced manner. It doesn't hurt to introduce one-self to a book by scanning the pictures before one reads- but I too have a problem with "reading the pictures" b

I don't think that reading the pictures should be reserved for k and first graders but it sounds like you need to review what read the pictures means - telling the story to yourself. There are some great picture books or even wordless books that you can use. Then you can review what it does
