Reading from top to bottom on All About Birds, it fits the description.And
looking at eBird everyone has it on their list.

Today driving the back roads from Little Falls to Brainerd, central Minnesota,
I saw a bird about the size of a crow but look a little more like a hawk. It
was very dark, either black or very brown, when it flew there was a distinct
band of white un
We are visiting northeastern Minnesota, specifically St. Louis, Lake and Cook
counties. We have seen this bird flying across and up from roadsides everywhere
we go. It is small and brown, with a distinct white rump; it is not a northern
flicker. Help!
