http://www.neonet.on.ca/member.htm looks the same to me in NS 4.7 and a
recent build of Mozilla. I suggest you test with 0.9 (out RSN.)

It depends how it gets fixed. But I think it's reasonable to say that it's
the user-agent's responsibility to make the user aware of accesskeys.
