As a low income person, I am always stunned by the
amount of money we throw at problems. When we
"redistribute" the wealth, I see lots of middle class
professionals and sometimes union members getting
good salaries; but I see no difference made in the
fundamental problems.

How about liberated zones wherein block clubs pay
residents $10 hour to walk the streets in pairs for
1>3 hour shifts. Anyone who wants to walk can. They
just get to know the community, talk with people.
