I have encountered the exact same problem in my testing.  The mqsc output seems fine though.  According to the manual, the KAINT parameter is for z\os only.  Is this true?  The documentation is a bit misleading because it explains keep alive for all platforms and makes this disclaimer at the end.

MO71 or IH03 or execute the amqsbcg browse program against the queue to display the message so you can verify if the MQMD Format field is set to string on your message and what you say the CCSID is really IS. Try dispay message header, for example with the Windows MQ Explorer, and check the "Format" of the message. This should be set to "MQSTR". If not, you "tell" the receiving application (or the sender channel) to NOT convert message. May be the VSE samples are backlevel and do not set the "format"

We have just installed mq series (2.1.1) on our VSE 2.5.1 system. We also have MQ on an NT platform (MQ 5.2). We setup all the channels, queues etc. I can send messages to the VSE system and they are converted properly. When messages are sent from VSE, they are received but the messages are not

The supportpac for the Windows client is MACV.  As for telling if it is installed, if just the client is installed, you'll see it in Add/Remove programs.  I was curious about my own install because I installed the server and client together on my own notebook computer.  It only shows "WebSphere MQ

Stefan, I have had issues with the CLASSPATH environment variable for MQSeries on NT 4.0. I don't remember it being this specific problem however make sure the mqseries location is not at the tail end of the variable. Go to settings - control panel - system and click on the environment
