diagnostic ROM cartridge (which i have never seen).

It may be a 7 MHz upgrade that is malfunctioning.
Accessing the VDP on 7 MHz without switching back to 3.58 MHz might cause
these screen update errors. Especially when scrolling.
Open it and check for loose wires coming from the print above the cpu (if it
is a 7 MHz upgraded version.
