Sorry, I should have looked harder in mutt.org first, I found the

1) select the email you want to forward then press v to go to the
attachments menu
2) tag each attachment and the text part (body) of the email by

the attachments menu, tag one or more of the attachments then type
';f' to forward tagged attachments.
