Your reasoning sounds correct.
. I have tried dongle.bin.mvpmc-20070729 and
dongle.bin.mvpmc-20070626 and both seem to have some issue during
load. I copy the new daily build over my dongle.bin and
dongle.bin.ver file, unplug and replug in the MVP, and I end up with
the "Failed to Locate GUI Server" message.

At one time atftpd had a dependency on inetd, but it looks like it just
recommends it (netkit-inetd) now. Debian has been playing around with
the inetd packages and their dependenc
Success! The mvp has booted.
Here are the most recent steps I followed, and the results.
Action: Add "in.tftpd ALL" to /etc/hosts.allow. Restart inetd.
Result: atftp does not understand the IP address coming from the mvp.
Conjecture: Ubuntu uses ipv6 by default, and atftp does not understand

The server (192.168.1.3) is running Ubuntu. It did *not* have inetd installed.
After I installed, configured and started inetd, the mvp still fails to boot
-- but now with daemon.log messages:
