Success! The mvp has booted. Here are the most recent steps I followed, and the results. Action: Add "in.tftpd ALL" to /etc/hosts.allow. Restart inetd. Result: atftp does not understand the IP address coming from the mvp. Conjecture: Ubuntu uses ipv6 by default, and atftp does not understand
