If you look on eBay for switchboard meters, you will find many with 270 degree movements. The eBay seller NRI Industrial often has them, and frequently accept best offers for less than half of the asking price. I use a standing search for: (ge,G.E.,westinghouse,yokogawa,crompton)

I made this a few years ago. It uses three meters (bought cheap on ebay) for hours, minutes and seconds and runs quite well. It synches to the 60Hz line and it's been running since I built in in 2010. As I remember, it was on this group that someone burned a chip for me to use in the clock and

More info: In 2010 there was a discussion of meter clocks and the member who did the chip for me was I believe Len Bayles. He had a site http://www.meterclock.com/. He has all of the info there including schematics and the source code. Really nice guy! Don't know if he's still on the list but
