Yes there is.
On top right, click on Customer Support
In the search, type in "report shill bidder"
Then click on link "What is shill bidding?'
An explanation comes up with a link to "report it"
it makes you log into your account again.
Then you get to report.
Drop down box - select - Fraudule
Is there a mechanism to report sellers who use shill bidder accounts to drive
up the price of their own auctions?
This is why I use esnipe for nearly 100% of the things I buy on eBay as not to
engage any other birders until the final seconds

Yup, noticed that as well. Also, I even emailed the ebay seller without
response.
For my purpose, I was not bidding against his shill bidder since he dropped
off early on, so I was OK with the purchase.

Yes, I read that. :)
The circuit board is home made. Looks like a couple of traces were
rerouted after it was made.
I will look more into it and post results with my limited knowledge.

One pointer is that they are branded "Ultronic Systems" who made stock
information systems, not the tubes themselves.
A fair assumption is that this is some part of one of their systems.
