Loading local copy of Builds page

r12925 loads and displays a local copy of the NetSurf builds page which I download for parsing for the latest version number for use in a scripted download process. Versions certainly from r12938 (possibly earlier) give a fatal error for the same file. Logfile sent to J-MB John
