I have Copmaq prosignia 150 notebook.
I installed Redhat 9.1, but the modem couldn't be
recognized my modem is Lucent. any one can help me
with this problem step by step because I am new in
Linux world.

You have a Winmodem, apparently. :( Take it back. :)
Winmodems are the computing equivalent of $cientology E-meters -
