[newbie] cgi programs won't work

Howdy, I can't figure out how to get apache to run programs in /var/www/cgi. The permissions are right, and I added: ScriptAlias /cgi-bin/ /var/www/cgi-bin/ to httpd.conf. Am I calling it correctly? This is what the html page looks like: !-- exec cgi=/cgi-bin/test.cgi -- BTW, Apache version
