+1 clean the clutch system, probably a stuck slave cylinder. Though
friction disks could be it too especially if someone used car oil with
friction modifiers.

Hydraulics would limit the ability to disengage, not engage. Could be the
master cylinder (unlikely), the slave cylinder (sticking or just not moving
correctly), the clutch plates (not very likely), or wrong oil. Those are my
guesses.
