I can do that too. I have my trusty ole pocket knife right here ;) With this

Dremel type tool with a polishing pad will
be a lot quicker than jeweler's rouge. And follow up with wax for
protection.

Medium or Fine Cut Cleaner is your best bet, or something equivalent. I used
to detail professionally and I always used Fine Cut Cleaner, specifically for
buffing machines.

No, fine doesn't, but try it in an obscure place first. If there
are rust spots 'dots' I often just pick them off with a razor blade
or point of a knife.
