This most likely comes from the retransmission consent contracts with the ota providers. Comcast probably now pays the ota providers for retransmission but stated they are shutting down the unencrypted feed. I would research things outside of Comcast with this situation as they may not be the evil

Yeah, I got one of the DTA boxes, too, but when you have one of their lesser cable packages, they only give you the crappy DTA that outputs 480i over coax, no HD and no HDMI. If they had sent me an HD DVR, I wouldn't be so upset, but my ability to view and record HD programs has just gone away

Your best bet for those locals is an antenna, which has no recurring cost. If you can't stomach the thought of an antenna, Comcast has Digital Terminal Adatapters (DTA) available, including an HD version with HDMI out for a nominal fee. I was hit with this at my office this week and we opted to go
