If you don't turn on quick boot the BIOS POST also contains some very-very
minimal memory test.

CPUs; they're custom processors that perform specific tasks. It
should not be surprising that a vendor (in this case, Dell) has
included a diagnostic unit
That suggests there is probably some subordinate CPU on board, to get that far.
