you didn't do any mistake. Those tests currently fail on Cygwin. If you
need this functionality, you'll need to use the *nix version.

I don't think it makes sense to put all the /cygdrive/c/ stuff in your
path - remember, that under Cygwin /cygdrive/c/cygwin/ already point to
your root (/) dir - so it might help if you only put /ns-allinone.../bin
into your PATH

As you've written, there seems a general Tcl problem with Core Duo,
