You issue isnt really sql at all, nor is it dns so much. You are a victim of
one of MS's better TCP/IP stack designs (no really, it is a better design).
MS did a great thing is the use of caches when it does its network lookups
Really surprised no one has looked at adventnet.com service desk product. It
has change control in its plus versiom I believe and solutions db.. other
fin stuff like contracts/inventory.

It's a whole other install and is probably not really what you are
asking for. Changes to the source server are immediately replicated to
the backup server. Robocopy /copyall is a simpler option.
