I use the WD TV Live Hub for exactly that. It has 1 TB local storage and 2 USB ports. The only negative is the local storage is not directly accessible as a NAS, it only has a web interface. The inverse is supposed to work - it can read a NAS or PC share although I admit I haven't tried that.

Well, if the subnet is linked to a site which does not contain any DCs, the Auto Site Coverage process will kick in, and AD will look at site link costs and so forth to determine what DCs from another site should cover this DC-less site. This means you just need site links in place that match

Well, I would use this opportunity to re-evaluate the need for DCs in the sites (really all of them) before you are unhappy about it. The WAN connectivity, performance, and costs of 2003 (or even 1999 ala Win2k) is nothing compared to today. The drivers we had 7 - 10 years ago for DC placement

Thanks all for the help, I ended up just using the MS File and Server Migration Wizard. I tried re-running the /copy:DATSOU and included skipped files but didn’t seem to change. I also removed the default permissions inherting. In any event, the copy wizard worked fine, it was only about 100gb
