Try
copying the contents of the CD onto the HDD, and running the install from there.
This resolved a similar problem a machine gave me on Win95
once.

it working on a Win2kPro client, with no special configuration needed. The only
thing that doesn't work is when I create a new user in User Manager, it does not
launch the Exchange admin program automatically, which it did on NT4Wks. Oh
well, I can live with that.
