Citrix - Licensing MS Office on Citrix servers?

Is there anyway to stop users from launching applications on the server for which I do NOT have licenses for - BUT - continue to allow this behavior for users that I DO have licenses for? Example: All users can right-click any file in and choose Open With...Choose program, and choose Publisher.
