Ok everyone that helped, tyvm. All set now and I am handing out licenses and
activations without any trouble. Part of the problem was CMID's were not
properly reset by a tech when he created the image. So the counter was not
really moving up on the KMS server adding to my confusion. But you fol

2008 R2 systems you can license through M$ (Via the Activate interface)
in Windows 2008 R2 before your license key doesn't allow you to activate
anymore without a KMS?

One thing I found to be a huge help for this was the Volume Activation Tool. It
makes it much easier to see if the clients are using a KMS key and to force
them to activate.
