He eye socket is indeed empty. Herb Houghton from NJ showed my a picture today where the empty socket was evident. Herb also states that he took a photo of the bird head on that shows the convex shape of the birds right eye and a concave area where the left eye should be. He has a photo web

I haven't been able to get up to Orange County to see the caracara in person yet, but taking a closer look at some of the better photos embedded in eBird checklists does indeed show what looks to be an empty socket where the bird's left eye should be:
