One observation, before it slips through. Depending on gpl'd compilers and
tools that we don't carry in the release is fine AFAICT.

I moved the URL from the header to the NOTICE
file as is done in the NOTICE example.
Also the specific path for the affected files are viewable
in SVN so it's not necessary to mention them in the
NOTICE file.
