Yes, that sounds like a known bug:

That bug appears to be very close to resolution.

Jennifer, if you check the User Permission Editor for the login user, is
COPY_STATUS_LONG_OVERDUE.override checked? And if so, at what depth?
Perhaps the login userid doesn't have quite enough permission to get the
job done.

You'll need to manually add the COPY_STATUS_LONG_OVERDUE.override
permission through your permissions editor and then give it to the staff
that currently have the other COPY_STATUS_LONGOVERDUE.override permission
