It's a google/orkut issue. Check your 'Net' tab in firebug and you
will notice you are getting error 404 for certain JS files.

Since Orkut is still hosting a development sandbox, the application
directory isn't open for outside submissions yet. We haven't
announced a date that Orkut will enable OpenSocial for all users, but
we will post annoucements to this forum once we do.

Could not figure out how to submit application for directory listing
after I complete it ? Any one knows ?
Also when can general users use these applications ? because if I do
not use sandbox and access orkut.com then I cannot see any application
link.

At the moment, you cannot. The focus for opensocial right now is (and should
be I believe) getting to a 1.0 version everyone can support easily.
Extending functionality towards communities/groups/photos/videos/etc will
