I am using openssl 1.1.0-dev. How exactly do I turn on heartbeats for
DTLSv1.2? They seem to not be on by default.

I see that it went through FIPS and NISCC but am wondering if there is

What makes you think that?
Just tested them with s_server/s_client and they seem OK.
