As the Puppet modules CI is still in the process of getting plumbed
properly with Zuul v3, you'll notice many of your checks failing. If
you notice a job that has a legacy- prefix, it is probably not
migrated yet and will likely fail, therefore, I'd avoid a recheck to
avoid taking

Please check the document. Some jobs were migrated with incorrect nodesets and
have to be switched to multinode in the job definition in openstack-zuul-jobs
