IMO, that depends entirely on how the incubator project is run. For now,
I'm in favor of remaining separate and letting someone else be the guinea
pig. :/ I think we'll (all) be more productive this way.

and Neutron incubator. These are two very different matters and should be
treated separately. So, addressing each one

I would like to discuss the pros and cons of putting Octavia into the
Neutron LBaaS incubator project right away. If it is going to be the
reference implementation for LBaaS v 2 then I believe Octavia belong in
Neutron LBaaS v2 incubator.
The Pros:
