First of all for this to work (if possible..) guessing you need to configure
live migration, else instance disk is saved on local hostA's disk
/var/lib/nova/instances.
As this hostA is down you can't reach instance's disk -> end of story :(

1. vim /etc/glance/glance-api.conf -> debug=True (by default its #remarked
and set to false)
2. Save file
3. Restart glance and try to upload image again
4. Check log (/var/log/glance/api.log) look for error or trace, if you wish
email the log output.
