There used to be a package called "luci-mod-admin-mini" but seems to be
flagged as broken right now.
So the alternatives you have is to use the full luci admin web ui or either
find someone who can fix luci-mod-admin-mini or create a customized version
of it.

yes it's possible, I think in this case a customized solution needs to be
developed.
On the OpenWISP side you need to add an API endpoint which handles the
configuration change and authentication.
Then you need a webpage which allows the user to change the configuration .
