Sorry to jump into the discussion here! In the proposal, if I may clarify, "N-1
release" means at least from N-1.1.0 and not after N-1.3.0.
So we are not dealing things out of date.
Also, stress testing against "N-1 release" does not necessarily mean there will
be unconstrained
