Hi Ken,
Try revoking the connect permssion from the users you want to restrict . But the user will not be able to connect to database using sqlplus also.

Unfortunately I'd want to simply prevent the users from connecting in the
first place. I don't think it would go over too well if they could connect,
and then get bumped out 2 minutes later.
