Could
well be a permissions/access issue. Trying to run LSNRCTL from the
command line may still give you some more meaningful
clues..

start with - try to run the LSNRCTL command from a 'command line' prompt (you
get the command line prompt by typing 'CMD' from the 'START'--- then
---> 'RUN' box) on the server where the Listener ought to be
running.

(or the name of mailing list you want to be removed from). You may
also send the HELP command for other information (like subscribing).
