The answer might as easy as depending on what you intent to fold, all
papers are potentially good to use for origami. But I'd like to have

I would suggest that 'square' is important. For beginners plain white
printer paper, cut square should be fine. Colored, if available is even
better
What would be the characteristics of a paper that can be considered
universally good for origami.
The rattle test:-
Hold the paper by one corner and rattle it. If it doesn't rattle much, don't
fold it.
(This is, of course, just a general rule of thumb. The real answer is, as
you say, 'Depends')
