OK, so the problem is that you can't install an rpm if it's already
installed; clearly, running install_cluster

share/prereqs/packman is optional.
Then:
1) Download the OpenPBS package
2) DO NOT SELECT the OpenPBS package
3) Complete install.
The OpenPBS packages should not interfere.

The PBS package is now hosted at the IU OPD repository.
It should probably be removed from the build process so that it's not
included in OSCAR tarballs.
