I'm pretty sure that it's only searching for data residing on your device
via the regional map your using. I say that because when I add a GPX
waypoint using the quick action button, the behavior seems the same whether
I'm in airplane mode or not. Are you seeing the same thing?

I added "Add GPX Waypoint" as an action, but when I tap on that, it
goes into "Searching for address..." which takes forever

Hello, Martin! I think it causes, because of the storage settings. Try to
go to OsmAnd > Menu > General settings > Data storage folder > Choose
External memory 2, and give OsmAnd the permission to access device memory.
