I've not seen anything on this so to stop it sinking into oblivion I'm
afraid I'm going to have to 'me too!' on this one :)
As I understand it though I guess you could turn off status notifications
for users in a particular or all queues, it would be nice if the system
could just append or insert

The system is actually sending the emails to user 0, I believe, not to
the "system". Change the user preferences for the user with use

Just ust the "New ticket notification" feature:
You users have
