Is there a way to use the stored responses when creating a new email
ticket? They only seem to appear when replying to an email ticket
that is already created.

This can be done by the webserver. I use apache2 on Linux and point the virtual
directory at /var/www (this is almost the default on my Debian installations):
DocumentRoot /var/www
Options FollowSymLinks
