Yeah, stupid question -- and it is moot anyway... I seem to have gotten a bit
further.
In my apache error log I see:

No. If I'm right, all OTRS scripts are written in Perl.

Either you should manually create the users in your otrs database, or you
should set up ldap user sync. In the last case users will be created on the
fly in the otrs database at logon time.
