Im having the same issue.
It started when i scheduled a PostmasterPOP3.pl job in Windows.
Could it be that the standard windows scheduler in cooperation with Perl
causes this error?

emails get into OTRS but now with a new ticketnumber.
So the system gets filled up with old emails.

How do i configure OTRS that the email fetched with POP3 also remains on
the emailserver?
This to double check the emails being send to the mailbox.

I beleive its possible to BCC every outgoing email to a certain
emailadress.
Im not sure but i think its in the SysConfig, Framework Send Mail
module.
In that way you can always confirm the emails that are being send.
