The documentation reported the union of all possible Debian- and
Debian-derived packaging. This isn't realistic: there are differences
between OVS upstream, Debian downstream, and Ubuntu downstream. This
commit distinguishes them.

I'm OK with using XLATE_*, but it shouldn't be reported as an error to
the caller of xlate_actions(). I guess that you can find a different
internal mechanism, or you can just suppress the error before returning
to the caller.

different application, where each application
instantiates its own parse/unparse callback functions. Library itself does
not know how these parse/unparse functions are
