Why doesn't ownCloud use a conditional IE-specific CSS-stylesheet, to override
it?

Thanks. It turns out a pull request was that fixes the problem. I
verified it works on my local installation.

to change the color of the header bar if you like.

use the SVG. The PNG is only as fallback for Internet Explorer. If
somewhere PNG is used when SVG

It's an external library, that you call. include csync.h (and at build
time it needs to know where csync.h is).
The Mirall codebase shows you very very directly exactly how it's done. Go
look. If you don't understand something in that codebase, then ask. When
you ask, try to keep it concrete,

Still a bunch of differing opinions but also lots of agreements where

It's as easy to use ocsync (in this case) as it is easy to use a library

I confirm that I can reproduce the issue in Journal too. For instance, I get
"NetworkError: 400 Bad Request -
http://localhost/journal/css/%webroot%/core/img/actions/download.svg";
And I realized it's even with %webroot%, not only with %appswebroot%
