I'm not really positive, but I've been told that it's the field strength
that makes the difference. Since 1985 I've been running some type of
transmitter all of strengths of 1 to 3 blocks
Because when you adjust the screw you are setting the power over the
legal limit. I have one and by changing the power I increased the range
by a factor of three.

I think so, they are in NO way illegal after you make that adjustment
