In Ubuntu, the standard repositories have the pdl and libpgplot-perl
packages available.

I think your first step would be to liaise with the Ubuntu folks and see
what they say. I expect it would just involve making a suitable Ubuntu
package, and hosting it somewhere on a PPA. I also think you'd want to make
