I will butt in here. gcc = gnu C compiler. It is an open source compiler for
Unix, BSD, & Linux. Someone may have ported it to windows. It is free in any case.
However as someone else said, the gimp plugins are scripts not source code, so
you should not need gcc for them. Just put the scripts in
