The context where I have (often) heard this usage is in "he is a smart
dresser..." meaning "...looking very sharp...". None of this makes any literal
sense.

Yep, indeed. I have yet another photo, but slightly to the left, so it
didn't include the Moon. Even though that one was a bit better
technically, - I preferred this one, with the Moon. It gives some charm to
the sky.
